Confusion

I am not a poor sport. I just wonder where I missed the part that if you make a submission that the Challenge.gov picks the top ten to be judged. Please educate me on this as I was unaware that my submission was able to be elimiated before it went to be judged. I kept within the guidelines. Please explain.

    Details--"Judges":
    A panel of judges will select the top 10 finalists. The public will be invited to vote for the winner.
     
    Details--"Judging criteria"--Winner Selection:
    Following the submission deadline, entries passing the initial screening will be evaluated by a panel of experts who will select the top 10 entries. Finalists will be posted on Challenge.gov, where the public will be invited to vote for the winner.
